The decree defines the correct way to apply the methodology of calculation of building energy performance, included the use of renewable energy sources, as well as minimum requirements for energy performances of buildings and building units. Prescriptions and requirements are applied to private and public buildings, in case of new construction, major renovation, renovation or energy retrofit of parts of the building envelope and building system.

Supported by the European Climate Foundation, EnEffect, BPIE, Technical University – VIenna and “Za Zemiata” developed a study entitled Accelerating the Renovation of the Bulgarian Building Stock: The Present and Future of the National Energy Efficiency Programme for Multifamily Residential Buildings. It offers proposals for further development of the National Energy Efficiency Programme, covering gradual decreasing of the grant financing, increasing of energy savings levels and introduction of step-by-step renovation approach, as per the requirements of EED/Art. 4. These suggestions are complemented by mapping of capacity building activities and complex financial scheme, aimed at securing sustainability of the Programme.
