Croatia WS2 – Legislation

The second BUILD UPON workshop „Legislation“ was held by the Croatia Green Building Council on April 27th 2016 in the DoubleTree Hilton in Zagreb. It involved 36 stakeholders divided into 4 groups and addressed the barriers in the legislative area of the national building renovation strategy.

 

Two presentations were held prior to the start of group work, one by the Ministry of Environment covering the issues in green public procurement and the other by the Ministry of Culture regarding renovation of cultural heritage buildings. The groups were coordinated by the members of the Ministry of Construction and Physical Planning team and CGBC and they analyzed the barriers in green public procurement, renovation of heritage buildings, integral renovation and issues dealing with property ownership.

 

The workshop was concluded with the following recommendations: a detailed analysis of the „green materials market“ and a preparation of criteria for evaluation of these materials. Creation of a special fund for EE renovation projects in heritage buildings and guidelines for such projects. Defining categories of main design documents, reverting to a more precise method of measuring energy savings (delivered energy) and a more stringent control of energy audits and certificates. Simplifying the approval process for renovation projects, informing neighboring owners about commencement of procedures and exemption of payment for public surface usage in EE renovation projects.
